When officials and councillors were discussing the draft, there were rumours of plans to zone Elm Green Golf Club and surrounding areas to residential. Local groups campaigned to make this conditional on delivery of supporting infrastructure. Looking at the map of the area (warning: 28MB file) it looks like the rezoning has happened and the condition attached (zoned RS – Residential Area – Provide for new residential communities subject to the provision of the necessary social and physical infrastructure).
